The operations of the Philippine Journal of Development (PJD) are funded by the government, as the Philippine Institute for Development Studies (PIDS)—the publisher—is a government think tank.

PJD does not charge authors at any stage of submission, peer review, or publication. Editorial decisions are based entirely on scholarly merit, methodological rigor, and policy relevance, and are entirely independent of financial considerations.
