Abstract

This issue compiles key discussions from the NEDA-PIDS Seminar-Workshop on the Philippine System of National Accounts, addressing issues in national accounting, data coordination, and statistical methodology. The first article outlines the seminar’s major objectives, emphasizing how institutional coordination can lead to more effective resolutions of sensitive issues in national accounting. A follow-up to the 1976 workshop provides an overview of progress, highlighting ongoing challenges in balance of payments and government financial statistics. Another study delves into data linkages, exploring ways to improve national accounts estimation through flow account charts and accounting models. Government financial data is a major theme in this issue, with one paper focusing on the data systems of the Office of Budget and Management, Bureau of Treasury, and Commission on Audit. It classifies government accounts and examines issues in the current methodology for processing government transactions. Another article takes a closer look at foreign transactions, comparing their treatment in national accounts and balance of payments statements.
