Abstract

This issue examines critical economic and policy challenges shaping the country\'s growth and governance. It features an analysis of the fiscal incentive system, particularly the Investment Incentive System under the Omnibus Investment Code, highlighting the costs of income tax holidays and proposing a more strategic approach to granting incentives. Another study explores the factors influencing food security policy in the Philippines, evaluating government interventions in rice production through the lens of political economy and public administration. A key contribution in this issue assesses the long-term impact of agrarian reform, using panel data to demonstrate its positive effects on farmers’ incomes and poverty reduction. This volume also reflects on the history and contributions of the Philippine Journal of Development, tracing its evolution from a technical publication of NEDA to its role as a platform for policy-relevant research under PIDS. By reviewing its impact over nearly three decades, the issue provides insights into the journal’s role in advancing academic discourse and shaping policy discussions in the Philippines.
