IPR Policy Issues Affecting Plant Varieties

Abstract

Inasmuch as plant breeders deserve remuneration for their labor and investment efforts, there are also reasons against the institution of plant variety protection system. This article, which has been presented during the DOST-PIDS Seminar-Discussion on “Intellectual Property Rights: Policy Issues and Perspectives” on December 13, 1991, discusses why.
